WHAT IS NPOESS?
The National Polar-orbiting Operational Environmental Satellite System (NPOESS) is a satellite system used to monitor global environmental conditions, and collect and disseminate data related to: weather, atmosphere, oceans, land and near-space environment. In 1994, it was recognized that converging the existing polar systems from the Department of Commerce (DoC) and Department of Defense (DoD) would result in a higher performance integrated system. As a result, in May 1994, a convergence plan was submitted to the U.S. Congress stating NPOESS can eliminate the financial redundancy of acquiring and operating polar-orbiting environmental satellite systems, while continuing to satisfy U.S. operational requirement for data from these systems. The President endorsed this initiative, signing Presidential Decision Directive NSTC-2. The NPOESS program is managed by the tri-agency Integrated Program Office (IPO), employing personnel from the DoC, DoD and the National Aeronautics and Space Administration (NASA).

 NPOESS Mission:
  • Provide operational, polar-orbiting, environmental remote-sensing capability
 NPOESS Goals:
  • Achieve National Performance Review savings by converging DoD, and DoC satellite programs
  • Incorporate new technologies from NASA
  • Encourage international cooperation

Converging U.S. polar-orbiting satellite programs, the National Polar-orbiting Operational Environmental Satellite System will reduce the number of polar-orbiting systems from four U.S. satellite groups to three. NPOESS has initiated a systematic program of convergence projects (sensors, concept demonstrations, and with NASA, the NPOESS Preparatory Project). The Integrated Program Office has initiated planning and development programs of satellite transition, sensor development and user training.

PROJECTS & DEMONSTRATIONS

Program Definition & Risk Reduction

Program Definition and Risk Reduction (PDRR) was a phase of the NPOESS project established and initiated by the Integrated Program Office to reduce system development risk, and advance the design of the NPOESS

NPOESS Aircraft Sounder Testbed

The NPOESS Aircraft Sounder Testbed (NAST) creates an environment in which NPOESS instruments can be tested under conditions that simulate the space environment.

Ocean Surface Wind Speed & Direction

Ocean Surface Wind Speed & Direction (WINDSAT) is a joint IPO/DoD/NASA risk reduction demonstration project intended to measure ocean surface wind speed and wind direction from space using a polarimetric radiometer

The Naval Research Laboratory's NexSat Web Page offers the public a fascinating glimpse into the NPOESS era. NexSat previews tomorrow's operational weather satellite imaging capabilities on NPOESS/VIIRS using a consolidated suite of sensors from today's advanced technology research and operational environmental satellite constellation. A user-friendly interface with online tutorials guides users through a collection of value-added imagery products created in near real-time over the United States. Embark on a voyage of discovery and learn how some of the same cutting edge applications serving U.S. Forces overseas can also provide us with practical weather updates "in our own backyards."
